Why expert consensus often requires more than a questionnaire

What traditional surveys do well

Using a traditional survey
The team asks participants to rate a list of outcomes. The survey closes, results are summarized, and the team reviews which outcomes received the highest ratings. This may be enough if the goal is simply to collect preferences.
Using a Delphi study
Participants rate the outcomes in Round 1. They then see summarized group feedback, such as distributions, medians, comments, or stakeholder differences. In a later round, they can reconsider their ratings. The team then applies predefined consensus criteria to identify which outcomes should be included.
When a traditional survey may be enough

Delphi studies still use survey tools — but the workflow is different
